A Question about change control

I did the head first pmp test, and got several answers wrong about change control process, my question is -- Should we documented the change request first or should we evaluation its impact first?


Before I thought document change request went first then its impact was evaluated, but according to headfirst answers, evaluate impact goes first. I am really confused.


here is the question, I answered A, headfirst answer is C.


A team member approaches you with a change that could cut your schedule down by a month. What is the first thing you should do?

A Write up a change request and see if you can get it approved.




B Make the change. It’s going to save time and nobody will want the project to take longer than it should.




C Figure out the impact on the scope of the work and the cost before you write up the change request.




D Tell the team member that you’ve already communicated the deadline for the project, so you can’t make any changes now.

Always evaluate first!  The Change Request (CR) Form will ask several questions about the need for the change, its impact on cost, scope, time, stakeholders impacted by this change etc for CCB to evaluate.  CR form also consists of names of initiator, PM, decison makers from Finance, purchase, manufacturing etc.  So b4 filling this form and submitting to CCB, you have to evaluate and provide that info in the form and attach supporting documents, mark up drawings etc.  Then the CCB will review and approve/reject/send back 2 you for clarifications, additional information etc.  That is how CR was handled in my organization.

Chandra has explained it well and no need further clarification...

Remember, These Constraints (Scope, Schedule, Budget Etc)has sort of relationship that when one is changed, It has a definite effect on another constraint.

E.g, If you shorted the Schedule, The budget needs to be increased to add additional resources to complete the work in Time, If Budget increase in not possible then you need to cut the Scope.

Whenever there is a change, The Project Manager and Team has to evaluate all the possible effects of the change on different constraints and give reason's and justification before forwarding it to the Change Control Board.
