Need explanation on Halo Effect

According to PMI, a PM is not necessarily required to have technical background, technical knowhow or technical expertise to manage project and it will be treated as a halo effect. Further he must be expert in project management skills and adopt PMI’s project management standards (PMP).

Now if a PMP certified person is appointed as a PM for Java, Oracle development or networking or like such projects without having any knowledge about these domains. Then can this person manage such technical projects and lead the project team without domain knowledge? How will he create work packages and further all things of process groups for such projects?

 And if the domain knowledge is required, what would be the basic requirement of domain knowledge.

According to PMI, PM who has worked as PM, can handle any project of different functionality or technical skill.

but halo effect says concerned person is expert in his/her technical skill but never been work as PM, or in other skill, if been engaged, will fail.
