Math on Three-Point Estimate

If P=18, O=8 and M=15 then result is 14.333. In this situation what is the correct answer? 14 or 15?

As this estimate process is based on uncertinity and risk so we should take celling value so my choice is 15.

Please correct me if I am wrong.

This is universal norm

<0.5 = 0

>0.5 = 1

if you are rounding off any decimal data/figure

after all it is estimate

and it is not your own business

follow the principles

risk may happen at passimistic too
