I guess that, if there is a Change control board, it could help to evaluate changes as they occured so ressources will be free to do their job ?
what is the answer ?
note : Most of the time, if there is a lot of change it's because of identify stakeholders was done poorly but, here it doesnt even says something about stakeholders, it's more about that the ressources don't have time to do their job because they analyse change, a board usually can analyse and approve change
