Ground Rules

Hi Team,
My understanding is ground rules are enforced by Project Manager. But as per pmroadtrip.com, ground rules are established and enforced by the project team.
Please let me know if my understanding is correct.

Should be Project Manager
Even though the answer says "Project Team", I believe it should be the "Project Manager" who enforces the ground rules. The "Project Team" might be a part in establishing them but the PM is the one who makes sure they are implemented and followed. In other words who's the "boss", that's my take. Any other insights.

Power of Project Manager
Hi,
Must say at the very beginning that this is a very interesting topic. Basic groundrule -- Please understand powers given to the project manager as soon as the signatures are completed in the project charter, ARE NOT ABSOLUTE!
The project manager is the part of project team, not a dictator with a gun in her/his hand! Power is won over from various people in the project team, not accepted as part of package and enjoyed by the project manager just as it is!
Please also remember, always, project managers powers change with every organization, every project sponsor, every project. Project Manager leads --- very true --- but she/he leads by example and by bringing his team closer to each other!
This is what happens in the ground, in reality. I would love to have comments on this!!!!

"All Project Team members share responsibility for enforcing the rules once they are established"
Page 233, last line.

I appreciate your responses. I think the last line on Page 233 makes thing clear. Since it is "enforced" in question, so answer is Project Team. Has it been "established", so I think answer would be Project Manger then.
