Correct answer should be
Correct answer should be D.
You can consider the logic:
Grade => # of features, functionality etc.
Quality => Quality:) Solid, robust, trouble-free etc.
Let us know if the above logic can be successfully used in grade/quality questions that you have encountered.
Hope that helps.
Regards.

Answer is D.
Anything that references features is related to grade. So if you see limited/less feature implies low grade. If you observe question indicating more features, it implies high grade.
For quality the question may indicate it as : meets all the customer requirements; or has solid performance and robust build (as indicated in this question); reliable and accurate etc

taking a exmple of civil engg.
grade : Concrete Grade of M30, M35
Quality : Usage of materials like Cement adhering to relevant IS standards, Aggregate as per codal specifications and mixing using batch and placing as per good engg practice.
We can choose lower grade specifications and alter our design but quality of materials and producing that mix to produce that grade should be as per Codes and Good Engineering practice
