I thought choice 4 was obvious since the question is talking about "executing", however on a second look - choice 1 looked good too - as it is talking about "taking corrective or preventive action" , which i interpreted as "implementing corrective or preventive action".
its NOT talking about recommending nor approving/rejecting corrective or preventive action., which makes it comfortably go into monitoring & controlling
although the correct answer is 4, i see a tie. what is it that breaks the tie in favour of 4?

only the phrase -- "to
only the phrase -- "to control the project performance", - rejects its authenticity. the word control is of M&C.
One thing more - execution implements - "Appd change requests covering - these 3actions" and exactly not implement or take actions (p 83, 7th last line pmbok)
I also went 1st for 4 then, 1 then now again for 4.
