cost management - over budget

A project is over budget to date. Which of the following is not a reason this could have occured?
A)More work than planned was accomplished
(B)There was a cost increase from the supplier
C)Work was delayed
D)Work was done inefficiently
Answer is given as ( C ). Why can't it be ( B )??
Can someone explain?

Another way to look at it..
Another way to look at it.. In option C - no money is being spent. The project is delayed. The costs to be incurred have not been b/c there is a delay.

Well the question is - NOT a reason,
A - Will result in cost increase as per EV
B - Not necessarily , could be managed if supplier has given fixed bid
C - Work is delayed so Crashing will result in cost increase, but Fast tracking may not increase the cost
D - Again not necessarily increase the cost.
So to me the question is not properly framed.
Where are you getting so many cost management questions from ?

Hmm I think it's safer to just use the info stated. The exam is so tricky that I wouldn't consider what crashing or fast tracking can help do. The key ask is "what option is NOT a reason". The question isn't asking for a solution.. It's moreso asking what happened.
