what do you think is correct answer on following question:

James Plug, PMP, is a project manager for StopAction, Inc. He is managing a project to develop a new high definition replay device. The project required that James put in place contracts with four different suppliers to provide parts, components and testing services. The project is expected to be completed in four weeks, James decides to contract StopAction's procurement department to work on the things required to settle and close all of the contractual agreements. Which process has James initiated?

a) Contract Closure

b) Administrative Closure

c) Close Project

d) Contract Administration

I was thinking that a is the correct answer (why: "James decided to contract StopAction's procurement department to work in the things required to settle and close all of the contractual agreements" makes me think that James ordered proc. dep. to arrange everything needed to close all contracts with sellers on his project. Probably he did this because he is close to Close Project, but actually the sentence which I quoted is talking about closing contract.

But, in my literature, I found that the correct answer should be c - Close project. Explanation was that this is because Contract Closure is one of the two procesess in Closing project group.

I don't understand this explanation and I think, that correct answer should be A.
