Constructive change could be because of technological advances and can also be result of quality audits. It can also be put forward by your team or stakeholders.
A Constructive change is an unauthorized change to a contract - if a PM through either action or inaction authorized something without going through the change process. Also applies if someone with apparent authority (despite the fact that they don't have authority, but appear/act as they do) directs a contractor to do something outside the scope of the SOW/contract.
