The end result of the project or phase includes the sum of the documentation of the project should be organized, structured, and indexed for fast and accurate reference. It should be Project Closure
Why because this is the best answer among those. We no need to give 100% priority for wording.
I would like to refer the following point:
Close Project or Phase is all about shutting the project down properly. This includes creating the necessary DOCUMENTATION and ARCHIVES, capturing the LESSONS LEARNED, ensuring that the contract is properly closed, and updating all organizational process assets.
Above point may help you in understanding...

Answer is A
I will go with choice A. Choices B& D are small subsets of project information. Here we are looking for output of Closure process and choice C is not an output. Choice A encompasses everything as a part of Organizational Process Asset updates - an output of closing process.

Project Closure
So what is the proper sequence to close a project or phase?
Is project archives the last thing is done?
Is close procurements the last step?

Here the sequence is not
Here the sequence is not that important. Until both are done the closure process is not complete. What if you don't have any procurements and you are self suffcient with the in-house resources working on an internal project? You simply archive the project upon completion and bring it to a closure. My recommendation for your tomorrow's test is: Write down ITTOs of Closure process. Luckliy it occurs in only 2 KAs- INtegration & Procurements. Luckily it does not not have a laundry list of T&T or i or Os. Understand each term thoroughly what it includes, what it does not include. B4 exam, brain dump the ITTOs of Closing process. You can avoid the confusion and navigate smoothly.

Close procurement is done before project archives.(if you have vendores working for your project.)
All procurement documents must be archived after close procurement process.

It's obviously Project
It's obviously Project Achives where project manager documents, confirms, and closes the project or break up into small phase and close them down which can be reopened in the case of need. As this is not totally closed and can be reopened so it 's obviously should be Project Archive.
Similarly the question referenced to "organized, structured and indexed for fas and accurate reference" which defines itself for later use.

Closing process group question
Question asks about "reference" means prject is already completed, closed and now it is ready for "dissiminating" information needed for next / future projects. Hence Project Archives is the best answer.

Obviously,(B) Procurement issues and (D)Lesson Learned are not right answer.
(C) Project Closure has a larger meaning than just to organize and index documents.
(A) Project archives is right answer.

Explanation.
The question could be tricky if - the subject to which the question refer to is cannot be known certainly. the phrase,"does this refer to" - so to which this refers? to the closing phase? of course not, but this refers to the latest subject before it - that is the archiving :-)
