It must be under the Close
It must be under the Close Procurement. The PMBOK describes it as a special case of procurement closure. Try to know the ITTOs for both of this, and you will see the great difference. Hence, these two cannot be used interchangeably.

project closure/procurement closure
dear frnd
as i understand
Both processes (as subjected) come under the closing process group, hence both will be closed under closing project.
As per Rita's chart second step of closing project is a close procurement.
Means procurement is part of project /project closing.
but your q is different
better you should write all 4 options with full contents of subject.
In other way if i say project is being terminated, there is no question of procurement. (you are talking for the project.
Next Termination will be done of 2nd party. so you are at closing project, not procurement.

Sspwr, dude webr is for sure
Sspwr, dude webr is for sure referring to the definite process and not to the process group. You have to understand this logic and not be confused by the Closing Process Group and the 2 processes among the 42 pmbok processes under closing that is close procurement and close project/phase.
It is clear that pmbok defines termination and there is a delineation between termination and close project in essence. Webr is not posting a sample mock up question actually but is only confused and soliciting some insights to clear his confision. Thus as what i earlier said, termination is defined by pmbok as a special cases of procrement closure so meaning, with regards to his question, it is tied to close procurement process.
Though, your point is valid, these all have to go throgh the Closing Project Process, but since this is a special case where close procurement is more emphasized than close project under the normal situation.
I have expounded more on this in my thread http://www.pmptrend.com/index.php/en/forum/11-Questions-Answers-Queries-Infos-Etc/102-Close-Procurement-or-Close-Project#102
