Change Management question

After reading Rita, I'm quite confused with change management process in particular "Looking for options" step. According to Rita this step is done by CCB, but my view is that it is more logical if this step done by PM together with impact analysis on other constraints so that the Change Request will come to CCB already with impact/options information. My understanding is that role of CCB is to say yes/no decision

Can someone clarify this point to me

yessenal, dude your given statements are not enough for me to give you my opinion. "Looking for options? what??? what is the context? is this an economic alternative? or what?

It would be better if you clarify more the scenario.
