Change Control Board & Baseline

Hi, I just wanted to get one thing clear , although the baselines are updated after the CCB (Change Control Board) approves it but is the old baseline & the possible new baseline  getting used during the CCB meeting to understand the impact the of change ?. From my perspcetive the possible new baseline must have been made during the CCB because unless that is not done how will the CCB determine if the change suggested is worth change or not i.e prospective impact causing or not. SInce the Baseline is just a snapshot doing that should not be that difficult even if it has to be done during the CCB meeting.

Kindly help me in this regards.

As per my undestanding when presenting to ccb you need to present, what , why and How of the change, and then impact to project's triple constraints. CCB is supposed to know project constaints and objectives. Based on this information they can make a decision if the change can be approved or not.

Many a times CCB consists of people who may not know anything about the technology or project issues. However based on above information they should be able to make the judgement.

Thanks for the reply, How will the impact to project's triple constraints be determined without generating the new baseline beacuse the scope management plan having the current baseline is the only resource the PM can have to determine the impact of the change to the triple constraints.

Both the baselines (Old and possible new) will be used during the CCB meeting. During the meeting impact of new revised baseline with respect to various parameter i.e Risk, Resource loading, cost, schedule will be analysed .
