I guess from my understanding already Project mgmt plan which is an input to the validate scope contains the scope baseline and as we are in the controlling process.....so yes scope baseline is an input to validate scope through Proj mgmt plan.
however if your understanding is previous outputs are direct inputs to next process may bring this question up.
