I just took pmp exam last week, and ihaven't seen the question you menstioned above. The question is not straigh forward on exam. 

however to answer you question, I belive the answer is Identify risk, the reason is that that high level risks are already in project charter, that is why, project chart is an inpout to identy risk process, However keep in mind, risk process group like most of process group it is iterative never ends until the project closes, and risk identification due throughout the project, whether your in planing, excution or monitor and control process group. we can identify risk any stage of the process and eliminate identied risk as we process throu the project. EVEN risk response plan you have for risk A, may produce risk B(which is not identidied before) (pmp terms they call that secondary risk or resdual risk); 

Another importat detail you may need to know is SCHEDULE and BUDGET never complete before understand the risk level, the reason is based on identified risk, you need more time to deal with it, plus need some cash to deal with the risk as well.

Finally I would like to make based on you question above is, if the question was asking which process comes before qualitative or quntitative, or risk response plan, the answer would have been communication, the reason is you can not qulitate, quantify, or have process risk response plan, unless you already have proper communication plan, cuze your quality, or quantiy or response plan must be communicated and understand by stakeholders. in order to do that, you have ot have communicaiton mtg plan in place to know who will be in risk related meetings, etc.  if you check Rita's process chart, it might be easier to identify such things...
