Stakeholder Authority

An important aspect of project management is the handling of stakeholder expectations. Typically, at what level are the stakeholders with respect to the project manager.

  1. At higher levels and with greater authority

  2. At all levels and with varying degrees of authority.

  3. At higher levels but only the project sponsor has authority greater than the project manager.

  4. At the same level with varying degrees of authority.

Stakeholders are every person impacted by the project, regardless of their normal level or authority.

At all levels and varying authority ( Interest / Power grid) diagram would allow us to understand & anlyse  the various stakeholders putting them into 4 quadrants..That covers all type of stakeholders. Sicne the second part refers to authority 'Power' in all other options , so it should be 'All levels and varying authority'

Considering B as an answer. It will raise another question that which are different level of stakeholders? does it mean types of stakeholders? As per my understanding Interest / Power grid diagram shows categorization of stakeholder for how to manage them. 

 Page 246 of PMBOK: Stakeholders may be at different levels with different authority levels. Hence instead of using the words "all levels"  in option B and "same level" in option D, it would not have created confusion if "different levels" were used

If "different levels" is treated as " all levels", then option B is right
