based on the given question - new and unique tasks and one has performed in your company, I picked B. Brainstorming as answer but the correct answer is Delphi technique. Why and what did I miss?
You are currently planning your project and identifying various project risks. One of the project tasks is new and unique. Neither you nor your company has ever carried out such a task. Since the task is new and the company has no experience of executing the task you have to seek external help. External help does not necessarily mean outside the company , it can be outside the project team, but here it explicity says that there is no one in the company who has any experience of carrying out the task. Hence you must go external.
Delphi technique involves experts. . The experts answer questionnaires in two or more rounds. After each round, a facilitator provides an anonymous summary of the experts’ forecasts from the previous round as well as the reasons they provided for their judgments.
Expert judgement can also apply, but i guess assmption is that expert judgement experts are internal.

The key word may be
The key word may be "conclusively". That means a consensus is needed. Experts and Brainstorming are difficult to get consensus.
But how does it match to identify risks? What for is the consensus? Identify all possible risks with brainstorm, then analyse, assess or whatever. These questions are kind of puzzle game.
