Weird question..where did you get this from?
I don't see any conflict here as fucntional manager controls the resources in the functional and weak matrix orgs and func. manager can allow/deny team member to work on the project. However if you thinking about strong/balanaced then always collaborative is good approach as it considers viewpoints from all the angles/people.

Confronting - WIN-WIN
Compromising - LOOSE-LOOSE
Forcing - WIN-LOOSE
it's sounds more like Forcing or.... maybe you will try to use smoothing

Explanation given?
Compromise is sometimes also seen like negotiations and it’s one of the preferred way to discuss and resolve conflicts. What explanation they have given for the same? You can even write to them to explain if you have queries.
