PMP Question on Framework

Hi all,

Due to personal issues, I stopped studying for nearly a year; and I picked up studying PMP again recently.
I just started my study on PMP by reading Rita's book. Can someone help me on the Framework-related question below?

I chose D, but why is "C" the best answer? Is it because of the "new project management methodology" mentioned in the question and also according to 1.4.4 of PMBOK, PMO "facilitates the sharing of resources, methodologies, tools and techniques" ?

My Answer would be B

D. is eliminated not professional answer
C. PMO has all the definitions and all Projects Documents, notifying PMO not efficient ,
A. The main role and duty of PM is the Communication, so by default communication is setup

Notify the PMO?

C is only correct as there is governance over the Project Managers so the PMO office would be answerable to the issues at hand.
