pleaes help me understand the answer

Hello,

this is the questioin from the Headfirst. I answered B since stake holder analysis is done while develping the project charter but the correct answer is A. Anyone agrees on the Headforst answer?

D : When putting changes through change control

Stakeholder Analysis is one of the tools and techniques of the Scope Definition process. And that shouldn't really be a surprise. After all, the goal of stakeholder analysis is to write down the needs of your stakeholders. And when is it most important to figure out what your stakeholders need? When you're defining the scope of the project work!

A :When defining the project scope - Yes, this is where you will get the stakeholders, while gathering the requirements.
B :When developing the project charter - No. But some stakeholders might be already listed in the charter.
C : When creating the project management plan - Yes, but it's too generic.
D : When putting changes through change control - No, stakeholders most likely will be CCB members. So it hapens before that.
 
Stakeholders can also be identified at any time during the project, but this is not listed as an option (answer).
 
So my answer is A.
