Dependencies. Which one takes precedence?

"In your building project you can't start work because you're waiting for the government permit. What type of dependence is it?".
a) Mandatory
b) Soft Logic
c) Hard Logic
d) External
Answer is D. I understand. But why not "A"?
What dependency takes priority if both are present?

i belive it is, A , C and D
i belive it is, A , C and D all can define this. In my view only B is the one which is not possible, rest are right.

This is a good question. In such cases how would one differentiate between Mandatory & External.
Would external only pertain to situations where dependencies are on government, or legal result?

With reference to PMBOK 5 - 6
With reference to PMBOK 5 - 6.3.2.2, there is something calls 'mandatory external dependency'.
My understanding is that, according to PMBOK 5, only (1) mandatory and discretionary dependencies, and (2) internal and external dependencies are mutually exclusive.
The question is quite ambiguous.
