Config Change, base line -question

Hi guys,
I have two sentense that I don't really get,
maybe you can help me to understand it

Configuration control is focused on the specification of both the deliverables and the processes; while change control is focused on identifying, documenting, and approving or rejecting changes to the project documents, deliverables, or baselines.
I am not sure to understand the difference

"In configuration management, baselines are used to control change."
In that sentense, what is the link between configuration management and Baseline ?

Think about configuration
Think about configuration from hardware perspective. For your desktop the configuration is
Now since you are using this desktop its baselined configuration.
Suppose you buy 19 inch monitor. Then your baseline will change to
If you dont update the baseline then others will not know of this change.
So we use baselines to control the configuration changes.
