changing scope contracts?

If you are working on a project with constantly changing scope, which contract type would work best when hiring an outside vendor to complete a portion of the work?
1/ Cost reimbursable
2/ Lump sum
3/ Time and material
4/ Fixed price

Why not CR?
Could you please let me know why its not CR?
We also use CR for project in which scope cannot be defined right?

CR contract is nearly same as
CR contract is nearly same as T&M in such cases. Cost Reimbursable would have too reimburse all costs but Time and Material is only for resources used.

Why not CR?
For CR, cost risk is with Buyer only.
In this case Buyer has an opportunity to share the cost risk.
