Right but how to conculde a Work Authorization System part of Enterprise Envionmental factor is already exist in the organization. Also can you please explain the difference between Work Authorization System and WBS Dictionary.

Work Authorization System - When and what sequence the work needs to be done.
WBS dictionary - What is the WBS for, who in OBS has the responsibility to do it, When is the scheduled end date, estimated hrs to complete and so on.
