Question related to Close Process - PMP

Hello
Please let me know the correct choice for the following:-
When should administrative closure be carried out?
A At the completion of each phase of the project
B At the completion of project
C At the completion of each deliverable
D At the completion of each procurement contract on the project
The sample test says A is correct.
Please help, since I am not able to understand it.

Administrative Closure is the
Administrative Closure is the final completion and closure of the project. This is in Integration Management knowledge area, the Close Project or Phase process is done when all the work has been verified, delivered, and accepted by the customer.
All open issues have been raised, and finalized (come to a conclusion and closure). Administrative Closure is only done once per phase, or for the entire project.
Not sure why A is picked.

From the above question both the answers are applicable and hence the closest one is A as we do closure for phases as well for entire project (Eg: if a project has 5 phases, there will be administrative closure for all 5 phases and 1 for entire project)

When in doubt Refer PMBOK
Page 101 list the actviities you have to do for Administrative Closure
It has to be done after every phase before you can move to the next phase... you have to verify exit criteria...transfer deliverable to next phase....collect phase records...
And hence A.
If your project has only phase, then only at the end of project.
If you have multiple phases, you will do it at the end of every phase
