Hi,
Is poor project management controls a recognised Reason for Change in a project?
What does project management controls really imply? I do not find this stated as a tool or technique or input or output.

Change is usally anything
Change is usally anything that changes scope, schedule, quality or cost. Now project controls are put in place to ensure that the project maintains its business integrity. Management controls are periodic reviews and reports which check the project cost . resource plans and constraints.
Now due to lack of control, something could go un noticed and it could bring change to project. Like if cost overrun is not controlled, then CPI will keep increasing and that will cost change to project cost
