Question 2: Answer A.  PMO is generally a supporting structure to provide macro scopic level of guidance and resources to ensure project's success.  PMO does not go into all details.  That is PM's responsibility.  PMO received another project that has cost over runs and PMO is providing a general guidance to all PMs to use Statistical Sampling in their projects.  Choice B- PM's job as part of quality planning and he/she uses Statistical Sampling as a T&T to develop the plan.  Here PMO is suggesting /requiring to use this T&T.  so this is ruled out. Choice B is an executing process- ruled out Choice D is a M&C.  Here the project already completed and the cost performance is available so ruled out.  I will go with Choice A.

Here are the answers for questions posted provided by Fast track

1. The team is addressing problems that have impacted the quality on the project, so they must be in Perform Quality Control.

Pradeep  FYI Ishkwa can be also used in QA so do not assume based on where it is explained in PMBOK.

2)The problem described occurred on another project. An attempt is being made to use that information to control this proejct. Realizing that this is a control activity automatically gets you the right answer.

For Q.2, I am still not

For Q.2, I am still not convinced that this is a control activity.  The problem did not occur in another project.  It occured again on another project. so this became a trend that all projects are incurring heavy costs due to rework. They are not controlling this project.  This project also incurrred heavy rework costs and over ran the estimated/expected costs. PMO is trying to place best practices in place across all the platforms, all the projects in their portfolio by issuing a general mandatory and proven practices like statistical sampling to be followed by each and every project.  That is what PMO does - overall Quality Management.
